The lateral entry system is the mode of appointing private sector officials into the various authorized sectors of the economy. These individuals are designated as officers in the government departments.
In order to get into the IAS and the IPS, every year thousands of applicants appear for the UPSC examination and follow the prescribed procedure to appear for the exams. The Union Public Service Commission takes three rounds of proper evaluation to screen the candidates who are fit for serving the nation. Moreover, the three rounds- UPSC Prelims, UPSC Mains, and the Interview take rigorous practice and hard work to crack.
Side by side, the Indian services also allow for 1/3rd of the vacancies to be filled by the officers serving in the State departments.

Why is there a need for the lateral entry into the Indian civil services?
The Prime Minister of India asked the Department of Personnel and Training to implement the entry of lateral candidates in the Indian Civil Services.
According to the Baswan Committee Report, there is a shortage of about 80-100 IAS and IPS officers in states like MP, Rajasthan, and Bihar. Therefore, in order to meet this deficit, the government had to take measures to improve the situation. That’s why the lateral entry concept came into limelight.
Some other reasons for appointing private industry officials are
1) The private industrials experts will bring in their level of expertise into the government departments. Therefore, their level of knowledge in a particular domain will help the country in finding reasons and methods to improve the sector over time.
2) The lateral entry in IAS can likewise get individuals with the corporate introduction in the private segment with characteristic favorable circumstances like the quicker turnaround of ventures and better effectiveness because of their objective oriented perspective;
3) It has disheartened activity by decreasing rivalry in the higher ranks of government.
4) In addition, it might encourage the feeling of developing certain specialized skills in government officials. The drawback is that these officials do not feel the need to develop over time. As a result, the department fails to grow and the economy suffers.
What are the arguments against it?
The need for lateral entry in IAS has always been criticized and debated over in the past. This is mainly because of reasons like corruption and inefficiency.
Many government officers have not welcomed the Lateral Entry system of the nation due to the following reasons:
1) As the government appoints the private officials in the sectors. This may hinder the autonomy and job-security of many government officers.
2) Individuals threatening to the possibility of lateral entry likewise state that it isn’t the individual. However, the empowering condition that can draw out the best in him/her. In such an environment, even private experts may fall into the trap of politics and nepotism.
3) This method of appointing may discourage the present officers. Because they worked hard and cleared the three rigorous rounds to achieve wherever they are now.
4) It may demotivate the aspirants to apply for the civil services. As the avenues for promotion may found to be narrow for them.
Recent News About Lateral Entry In IAS
However, in the past, there have many political clashes over the entry of lateral appointment of officers in the Indian Administrative Services. However, It goes without saying that the Indian Administration requires many reforms within the system for proper coordination and cooperation. This approach may lead to nepotism and red-tapism if introduced in the system.
Earlier in 2019, the Personnel Ministry received over 6000 applications from private organizations. UPSC council hired individuals in ten prestigious sectors of the economy after doing a proper evaluation.
